How to combine documents and photos into one PDF

Many online forms accept a single PDF per upload, while your papers are spread across phone photos and separate PDF files. The steps below bring them together into one file, in the order you choose.

Before you start, check the upload rules of the form you are filling in — the number of files and the maximum size it accepts.

Step 1: Turn photos into PDF pages

If some documents are photos (JPG), convert them first. Several photos can go into one PDF, one page per photo.

  1. Open JPG to PDF.
  2. Upload the photos.
  3. Convert and download the PDF.

Step 2: Merge everything into one file

Merge PDF combines up to 20 PDFs. Files are joined in the order you add them, so add them in the order the reader should see.

  1. Open Merge PDF.
  2. Add the PDFs in order, including the one you made in step 1.
  3. Merge and download.

Step 3: Fix the page order if needed

If a page ended up in the wrong place, use Reorder Pages and type the order you want, for example 2,1,3.

Step 4: Check the file size

Compress PDF optimises the file without lowering quality and tells you how much it saved. It does not shrink photos, so if the PDF is still too large, resize the photos on your phone and repeat step 1.
